Advancing the Development of the Asian Asset Management Center: From One-Stop Consultation Services to an International Marketing Strategy

Introduction

Taiwan has a well-developed capital market, abundant private capital, and a globally competitive technology industry, providing a solid foundation for advancing the Asian Asset Management Center (AAMC) initiative. As the competent authorities continue to promote regulatory optimization, product innovation, and the pilot business activities conducted in the Kaohsiung Zone of the AAMC (Kaohsiung Zone), Taiwan's asset management market is steadily moving toward greater internationalization and diversification.

However, advancing the AAMC requires not only institutional innovation and policy liberalization but also the establishment of comprehensive communication and service mechanisms to help financial institutions, domestic and foreign operators, and investors fully understand policy directions and keep abreast of the latest measures, while providing timely and professional consultation services. Meanwhile, through brand image building and diversified marketing promotion, the visibility of the policy and international exposure will be further enhanced, enabling the world to recognize the new value of Taiwan's financial market.

To this end, the AAMC Promotion Office has established a one-stop consultation platform to serve as a single point of contact for receiving, coordinating, and compiling opinions from industry participants. It has also developed marketing strategies for websites, media, forums, and digital content, integrating service and promotional capacity to help the AAMC translate its policies from vision into reality, inject new momentum into the development of Taiwan’s financial markets, and open a new chapter in the development of asset management.

One-Stop Consultation Platform

To facilitate the smooth implementation of the AAMC, the AAMC Promotion Office has established a one-stop consultation service platform. The platform serves as a two-way communication bridge between financial institutions and regulatory authorities, assisting industry participants in clarifying practical issues arising under the AAMC policy and obtaining professional responses. The consultation platform provides three major functions, namely “integration of market needs,” “convenience of consultation channels,” and “timely responses to inquiries.” Each function is explained separately below.

(I) Integration of market needs

The consultation platform of the AAMC Promotion Office serves not only as a service channel but also as an important hub for integrating market needs. Through visits to financial holding companies and regular meetings with the Big Four CPA firms, the AAMC Promotion Office continuously identifies the needs and recommendations of financial institutions and professional organizations regarding practical implementation and consolidates them to provide them to the Financial Supervisory Commission as a reference for policy planning, regulatory adjustments, and business promotion. At the same time, the consultation platform integrates the resources of the FSC's departments and related agencies to establish a one-stop service mechanism, enabling industry participants to obtain comprehensive and consistent responses without having to make separate inquiries, thereby reducing communication costs and improving the efficiency of policy implementation.

(II) Convenience of consultation channels

The consultation platform established by the AAMC Promotion Office provides multiple consultation channels, such as online inquiries, telephone support, and in-person or virtual meetings, to meet the diverse needs of industry participants. Industry participants may choose the most appropriate consultation channel based on the nature of their inquiries and specific circumstances. Whether for immediate assistance with simple inquiries or support for more complex project cases, they can obtain assistance through the one-stop consultation service. In addition, the consultation platform is designed to be user-friendly and to simplify procedures, helping to lower the barriers to making inquiries and improve the overall service experience.

(III) Prompt Responses to Inquiries

The consultation platform of the AAMC Promotion Office has established clear case assignment and timeline management mechanisms to ensure that cases are promptly referred to the responsible authorities for handling. Through a dedicated contact system and reminder mechanisms, each relevant authority is able to complete its response within the prescribed timeframe, and the AAMC Promotion Office provides consolidated responses to industry participants, thereby improving the efficiency and quality of responses. For issues involving multiple authorities or complex matters, cases may also be coordinated and handled promptly through the meeting mechanism to ensure that the issues are resolved appropriately and in a timely manner.

Consultation Platform Achievements and Frequently Asked Questions

As of July 2026, the consultation platform has received more than 100 consultation cases from industry participants. All cases were processed in accordance with the established operating procedures. The competent authorities first provided professional opinions within the scope of their respective responsibilities, after which the AAMC Promotion Office coordinated and consolidated the responses and provided a unified reply. All cases were completed within the specified timeframe, demonstrating the overall operational mechanism's efficiency and execution capability.

An analysis of the inquiries received shows that the case type of “entry into and pilot business activities in the local asset management special zone” accounts for the largest proportion, reflecting industry participants’ high level of attention to the entry conditions of the local special zone and trial measures. The remaining cases covered aspects such as “key plans and promotion strategies of the AAMC,” “regulations related to the establishment of financial institutions,” and “concerns regarding the use of the consultation platform of the AAMC Promotion Office.” These cases also extended to various topics, including issues related to the applicability of pilot business activities, details of regulations for entering the local special zone, the establishment procedures of private funds, and policy recommendations.

Overall, the consultation cases covered both institutional and practical needs, demonstrating that the AAMC Promotion Office's consultation platform has not only provided information inquiry functions but has also become an important channel for industry participants to express opinions and facilitate policy communication. The following provides a separate explanation of the AAMC’s key plans and the local special zone.

(I) Key plans and promotion strategies of the AAMC

2 Does the AAMC policy only include the trial programs of the local special zone? The AAMC policy is structured around “five major initiatives and sixteen strategies,” covering multiple aspects such as regulatory relaxation, product and service innovation, cross-border finance, talent cultivation, and market internationalization. In addition to establishing the local asset management special zone (the Kaohsiung Zone), it has also introduced multiple major policies and diversified financial products and services, such as the establishment of the Asian Innovation Fundraising Platform, the launch of diversified ETF products, cross-border ETF linkage, and the promotion of inclusive finance through TISA. 3 How can one learn about the policies and latest information related to the AAMC? It is recommended to first refer to the AAMC’s dedicated website (https://www.aamc.tw/) or related announcements to check the latest policy contents and institutional explanations. If further clarification is required or there are specific needs, questions may also be submitted through the consultation platform, and the AAMC Promotion Office will assist in referring them to the competent authorities for explanation.

(II) Entry into and Pilot Business Activities in the Local Asset Management Special Zone

The Financial Supervisory Commission announced the “Operation Directions for Financial Institutions Applying for Pilot Business Activities in Local Asset Management Zones” in April 2025. The qualifications for businesses entering the local special zone are summarized as follows:

  1. Types of financial industries entering the local special zone: Banks, securities investment trust enterprises, securities investment consulting enterprises, securities firms, and insurance enterprises.
  2. Requirements for entering the local special zone:

    (1) Financial institutions must meet the qualification requirements prescribed for each industry (with services primarily targeting high-net-worth clients or offshore clients). For explanations by industry, please refer to Point 4 (banking industry), Point 11 (investment trust and consulting industry), Point 18 (securities industry), and Point 24 (insurance industry) of the operating principles for the local special zone.

    (2) Financial industry participants must sign a memorandum of understanding (MOU) with the local government where the special zone is located and obtain certification documents issued by the local government for entry into the special zone.

2 What is the entry process for the local asset management special zone (Kaohsiung Zone) of the AAMC?

1. Industry participants should first contact the Economic Development Bureau of the Kaohsiung City Government regarding entry matters, including confirming the entry location and signing a memorandum of understanding, and the local government will provide proof of entry.

2. Submit the documents to the Financial Supervisory Commission for application. For details by industry, please refer to Point 9 (banking industry), Point 15 (investment trust and consulting industry), Point 22 (securities industry), and Point 27 (insurance industry) of the operating principles for the local special zone. For the detailed list of required documents to be attached for each pilot business activity in the local special zone, please refer to Appendix 1[1].

For matters related to entry subsidy applications provided by the Kaohsiung City Government, including rental subsidies and salary subsidies, the relevant administrative contact may be reached through the “AAMC Kaohsiung Zone Entry Subsidy Program” announced on the website of the Economic Development Bureau of the Kaohsiung City Government.

3 What pilot business activities can businesses in the AAMC Kaohsiung Zone engage in?

The “Operation Directions for Financial Institutions Applying for Pilot Business Activities in Local Asset Management Zones” authorize a total of 38 pilot business activities, categorized by industry as follows:

1. Banking industry: The authorized pilot business activities include one-stop financial services, policy (premium) financing, Lombard Lending, family office services, distribution of private equity funds introduced by securities investment trust and consulting enterprises, and provision of cross-border financial services.

2. Investment trust and consulting industry: The authorized pilot business activities include external asset management advisory services (EAM) and multi-channel distribution of offshore funds that do not possess the nature of securities investment trust funds.

3. Securities industry: The authorized pilot business activities include offshore securities unit (OSU) business, high-net-worth client services, and cross-border financial business.

Insurance industry: The authorized pilot business activities include wealth management business and offshore insurance unit (OIU) business.

4 Will the pilot business activities continue or be expanded in the future? The pilot business activities in the local special zone are subject to a one-year demonstration period. The Financial Supervisory Commission will continue to promote business regulatory adjustments based on aspects such as the completeness of pilot business activity operations and institutional internal controls.

Expanding Outreach Through Diverse Media Channels

The AAMC Promotion Office also continues to communicate information related to the AAMC through a variety of online and offline channels. Domestic investors can quickly understand the background and key concepts of the AAMC through short articles on Facebook. The articles cover an introduction to the AAMC, the services provided by the AAMC Promotion Office, the Kaohsiung Zone, and other key initiatives. International investors, meanwhile, can access the same information in English through articles on LinkedIn. In addition, the AAMC Promotion Office also focuses on promoting the highlights and development potential of Taiwan’s market to international investors in order to attract more international capital to Taiwan.

The AAMC Promotion Office also communicates the framework of the AAMC policy and explains its details progressively through media interviews. Through collaboration with financial media, the AAMC policy has been transformed from highly specialized institutional language into content that is easier for the market to understand and more narrative. This further facilitates communication with different audiences on topics including Taiwan’s advantages in developing the AAMC, the progress of policy implementation, TISA, ETFs, and high-net-worth wealth management services. Compared with social media posts that focus on rapidly conveying key points, media interviews serve as a more in-depth promotional tool, helping to enhance policy persuasiveness, strengthen market recognition, and expand the social visibility and brand influence of the AAMC policy through further media dissemination.

In terms of visual media, the AAMC Promotion Office further utilizes audiovisual media to enhance the visualization and comprehensibility of policy promotion. Compared with written interviews that focus on contextual development and in-depth explanations, audiovisual content can better transform relatively abstract policy content into more intuitive information through dialogue.

Through program videos, the Office further explains the context of policy implementation through a question-and-answer format. Using Taiwan’s per capita financial asset performance revealed in external research data as a starting point, it highlights that Taiwan possesses the market foundation for developing the AAMC. It further explains the three-stage goals of the AAMC policy, namely “noticeable results in two years, changes in four years, and achievements in six years,” as well as how the policy extends from an overall vision to areas such as industry development, pilot business activities, tax issues, ETF product development, and talent cultivation. It demonstrates that the AAMC is not a single measure, but a comprehensive ecosystem covering systems, products, capital, talent, and services. It is also emphasized that, although the AAMC Promotion Office is established and operated by the Taiwan Stock Exchange, its service positioning is not limited to the securities industry. Instead, it serves as a public one-stop consultation platform providing policy explanations and consultation services to banks, insurance companies, investment trust enterprises, investment consulting enterprises, securities firms, and other market participants. In terms of its promotional function, such audiovisual content combines policy explanation, issue packaging, and image-building effects. It helps transform relatively abstract institutional content into narratives that are easier to understand, further expanding the social reach and promotional effectiveness of the AAMC policy.

Expanding International Exchanges

In terms of attracting international investment, the AAMC Promotion Office is committed to expanding international exchanges. In addition to enhancing policy exposure through international professional media, it also actively organizes seminars with overseas professional institutions to deepen dialogue with international markets.

In terms of media exposure, the AAMC Promotion Office publishes articles through international professional platforms that have long focused on the asset management industry, market developments, and target investor audiences such as family offices, insurance companies, and asset management institutions, further strengthening the visibility of the AAMC policy in overseas markets. Through such platforms, the AAMC Promotion Office is able to more precisely communicate Taiwan’s policy direction, market opportunities, and institutional advantages in developing the AAMC to overseas asset management institutions and institutional investors, further enhancing Taiwan’s visibility, credibility, and effectiveness in attracting investment within the international professional asset management community.

In terms of seminars, the AAMC Promotion Office jointly organized an online seminar with the overseas professional think tank Z/Yen in February 2026. The online forum focused on how Taiwan can gradually establish the AAMC through regulatory reforms, policy advancement, and market opening. It invited representatives from the Financial Supervisory Commission and the industry to jointly discuss topics including Taiwan’s asset management policies, market development opportunities, financial practices, and talent cultivation. Through knowledge exchange and professional dialogue in the form of such seminars, the Office helps explain Taiwan’s market advantages, institutional progress, and policy vision to the international professional community.

In addition, the AAMC Promotion Office held an offline seminar with the overseas financial institution Clearstream. The seminar invited industry representatives from investment trust enterprises and private banking specialists as panelists and brought together various financial institutions to participate, serving as a professionally oriented exchange platform. Through discussions with industry representatives, Taiwan’s advantages in developing the AAMC and capital market trends are explained to international financial institutions and market participants. In addition, market participants’ questions regarding the policy and regulatory framework are clarified, further deepening the professional community’s understanding of the policy.

Strengthening Connections Through In-Person Events

The AAMC Promotion Office is committed to providing opportunities for communication and discussion through both online and offline channels. In 2025, it participated in Taiwan Week and the Taipei International Financial Expo, followed by the Kaohsiung Smart City Summit & Expo in March of the following year. Through these diverse in-person events, it has continued to promote the policies of the AAMC. The objective is to transform policy information, which has traditionally relied on written materials and online communication, into communication venues that enable face-to-face exchanges, real-time responses, and cross-sector dialogue. Compared with dedicated websites, social media, or media interviews, which are primarily one-way information dissemination channels, in-person events place greater emphasis on interaction and experience. They enable the Office to directly explain policy directions to financial institutions, investors, and other stakeholders, respond to practical questions, and collect market feedback, thereby strengthening the connection between policies and industry needs.

Taking the Taipei International Financial Expo as an example, the AAMC Promotion Office established the “AAMC Theme Pavilion” to comprehensively showcase the five major initiatives and sixteen key strategies, while also introducing the Office’s missions and the content of its dedicated website. This enabled visitors and financial professionals to gain a more concrete understanding of the policy blueprint and future development directions.

At the Kaohsiung Smart City Summit & Expo, the AAMC Promotion Office coordinated with multiple financial institutions to jointly establish the “AAMC Theme Pavilion.” With “smart finance,” “innovation,” and “sustainability” as the main themes, the Pavilion showcased Taiwan’s comprehensive financial ecosystem and asset management capabilities through cross-industry integration, while strengthening the confidence of domestic and international investors and opportunities for collaboration. Overall, in-person events not only provide promotional and exposure effects, but also further serve multiple functions, including policy communication, brand building, cross-industry linkage, and international business attraction. They represent an important component of the AAMC Promotion Office’s overall promotional strategy, characterized by in-depth and two-way interaction.

Embracing a New Future for Asian Asset Management

Looking ahead, the development of the AAMC is not merely the implementation of a single policy or the development of a specific local special zone. Rather, it represents an important process through which Taiwan’s financial market advances toward internationalization, innovation, and diversification. The AAMC Promotion Office will continue to leverage the one-stop consultation platform to promptly reflect market needs and efficiently coordinate practical issues. Through diverse strategies, including social media, videos, forums, and in-person events, the Office aims to enable the policies of the AAMC to be communicated to the market in a clearer, more accessible, and more engaging manner. In the future, as experience from the Kaohsiung Zone pilot continues to accumulate, financial products and services continue to innovate, and cross-border exchanges become further strengthened, Taiwan will have the opportunity to transform its existing capital market foundation, technological industry advantages, and private capital momentum into new power for regional asset management. The AAMC Promotion Office will continue to play the role of a communication bridge and action platform, connecting the government, financial institutions, professional service industries, and international markets, to jointly advance the vision of the AAMC from blueprint to outcomes and create broader new prospects for Taiwan’s financial development.
