34 四、優化證券商管理 (一)推動「證券期貨業永續發展轉型執行策略」，規劃 ESG 申報機制並請證券商 按季申報 ESG 執行進度，督促證券商落實執行 ESG。 (二)為提供證券商因應疫情發展，彈性應變機制，修正「證券商因應嚴重特殊傳 染性肺炎(COVID-19)事件申請居家辦公指引」、「建立證券商資通安全檢 查機制」、「證券商內部控制制度標準規範」等規範。 (三)6 月 30 日公告修正證券商公司治理實務守則，以落實性別平等之國家永續發 展目標，鼓勵證券商增加女性董事比率。 (四)9 月 5 日開放證券商交割專戶客戶分戶帳資金運用於投資國庫券及政府債券， 活化交割專戶客戶分戶帳之款項運用，提高收益。 (五)10 月 11 日開放證券商得受理法人採通信或電子化方式辦理開戶，提供投資人 更完善金融服務。 4. Optimize Management of Securities Firms 1) The TWSE encourages securities and futures firms to implement sustainability transformation and implement ESG strategy, and plans to launch an ESG reporting mechanisms for securities firms to report on their quarterly progress in implementing ESG measures. 2) To allow securities firms to flexibly respond to the developments of the epidemic situation, the TWSE amended the provisions of relevant regulations, including the “Guidelines for the Work-From-Home Application by Securities Firms in Response to COVID-19”; “Establishing Information Security Inspection Mechanisms for Securities Firms”; and “Criteria Governing Internal Control Systems of Securities Firms.” 3) On June 30, the TWSE announced the amended “Corporate Governance Best- Practice Principles for Securities Firms.” The amendments encourage securities firms to increase the presence of female members on the board, implement gender equality, and help achieve Sustainable Development Goals (SDGs). 4) Starting on September 5, to activate the use of funds in customers’ ledgers in securities firms’ settlement accounts and generate income, securities firms may invest in treasury bonds and government bonds through their customers’ settlement accounts. 5) On October 11, the TWSE relaxed regulations enabling securities firms to allow juristic persons to open accounts through telecommunication or online channels, thereby providing more comprehensive investor services.
